would two 1 1\4" bulkheads be a good size for sump and return and two 1" bulkheads for a closed loop.

If your drilling for these bulkhead fitting I would go with standard 1 and 1/2 inch and use reducers down to the size you want. The cost of drilling the holes will be the same and you will have the capacity for future upgrades or changes

Is there that much difference between the 1 1/4 and the 1 1/2 the 1 1/4 ones can handle over 1000 gph

Not much ... just a 1/4 inch :-) ... sorry you walked right into Steve. I think you will find that it is 1000 gallons per hour at the fitting. The length of drain hose including stand pipe will effect the total flow rate as will the actual inside diameter of the stand pipe that fits into the bulkhead. You might be reduced to something like 1 inch inside diameter when it's all completed. In any case I doubt you would have any issues with the 1 and 1/4 fitting. I will guess they are on sale real cheap and if so go with them. Says your going to be using 2 of them so you should be OK

Stephen - Northeast plastic (in burnside and on kempt rd) sells bulkheads. Can't remember how much but you should pm Barry cause I know we have a couple of extras at home that I think he wants to get rid of.
