OHH one more thing, I make up my water with salt in the same garbage can, could it be picking up the salts in there?

It's going to pick up traces of salt...that'll raise the TDS. If the water coming out of your RO/DI is 0, then I personally wouldn't be worried.
Of course, I'm assuming that the garbage can has only been used for making salt water.

I agree with pwal- if it's coming out at 0 I wouldn't worry about it

You sure it's not connected backwards?!! Is it a handheld unit or inline? I ask because I have an inline TDS meter and at one point while moving things around, I accidently unplugged the connector for the wiring of the input and output sides. When I plugged it back in, it fit but was plugged in backwards. Took me a while to figure out what the problem was, but it was just the connector being plugged back in badly. Maybe yours is also backwards, or you mixed up the tubes.

OSD salinity meter is same device as TDS meter just set and calibrated differently. TDS meters that we use to check purity of water unfortunately cant be used as salinity meter. There are conductivity/TDS/salinity combination probes but they cost ~$80US.
When it comes to salinity measurement I am more comfortable with refractometer.
