well, if you work days then that schedule doesn't fit your viewing needs.plus, I think you should have equeal MH hours.
    for instance:
I work days so this is my schedule.
VHO on at 11am off at 11pm
MH 1 on at 12pm off at 7pm
MH 2 on at 1pm off at 8pm
MH 3 on at 2pm off at 9pm
MH 4 on at 3pm off at 10pm
this way I get to see the full lighting more often plus having MH ballasts come on at the same time can trip GFCI outlets or breakers sometimes with there surge current.

what time do your 250W MH shut off? (you posted 9am).

i run my lights overnight so i can view the tank at night and in the morning. (and 10pm-10am are off-peack electric rates)

    Actinics 7pm-9am
    MH 10pm - 6am

schedule seems odd to me. how did you come up with it?
i would probably keep the 250s on till after the 400 goes out.
    like this:
    VHO - ON
    250 - ON
    400 - ON
    400 - OFF
    250 - OFF
    VHO - OFF

this would gradually light the tank and gradually de-light the tank (like dawn/dusk effect) giving a peak light in the middle (like midday sun)
