ahh okay I can sorta see it now.It might be scrapping but I would bet dollars to donuts its either his diet or he is a tad stressed/sick and that can also lead to tattered fins[fin rot].
Lots of oxygen and supreme water quality are a must for Angels![heavy skimming]. They also need lots of sponge in there diet. I've never kept an Angel yet and this is all my oppion but I read lots. hope this helps a bit.

another look and for sure thats fin rot! do you have any vitamins or selcon? Also some stores carry medicated food but I don't know if the angel will eat this. Also I noticed you've been only setup since May. To me your tank is way to young for an Angel or Tang. Its my belief that a tank should age well over 8 month or more before adding these fish. Tanks go thru so many chemical and stabilizing stages its not funny. But I hope he rebounds.

it may be his diet. I have been trying to get him Angel Formula (from ocean nutrition) which has sponges for him.
should be getting it this friday finally.
lets home he'll be happy with that.

You should also look in to Selcon.
It's a GREAT vitamin to add to food.
It's a little pink bottle, just put a few drops on the food before you feed the fish. Let the food soak up all the selcon. It also makes fish go crazy at feeding time.
I agree with John though. It does look like it could be fin rot.
